We currently have 10 years and eight months left on a 15-year mortgage at an interest rate of 5.125%, with a balance of $210,362. Is it smart to refinance now with a 10-year note at approximately 3% and cut eight months off the mortgage? ?Angela P.

In a word, yes. But remember that you'll likely have to fork over several thousand dollars in closing costs to get that new mortgage, says Glenda Moehlenpah of San Diego, Calif.-based Financial Bridges. If you plan on staying in your house for long enough to break even on those closing costs, then refinancing probably makes sense.

Fortunately, you don't have to do this math yourself. Plenty of online calculators can help you figure out how long it will take to recoup the cost of refinancing, such as?Bankrate's break-even calculator.

A key benefit of refinancing, or course, is to save money. And in this case, it's likely that you'd save a bundle: Moehlenpah calculates that dropping your interest rate by more than two percentage points would save you more than $33,000 in interest payments over the next decade.

Rabbi Immauel Jakobovits and the Loss of the Deathbed | The Book ...

This post will continue our discussion of Rabbi Immanuel Jakobovits and modern medicine from a prior post- here.

From a historian?s perspective Jacobovits was crucial for the dismissal and writing out of Judaism hundreds of years of deathbed rituals and preparations for a good death and easy passage to the afterlife. In the 1960?s the value of preserving human life in the ICU displaced asking about repentance and the angel of death. The biological concerns of preserving of life took precedent over the psychological, spiritual, and metaphysical. Philip Aries, a French historian, spent twenty years investigating the changing attitudes towards death in Western Civilization.? In the Middle Ages, the ?dying well? ( ars moriendi) came to primacy as one came to terms with their ultimate demise. What was then important was how the dying faced death. ?In the mid-20th?century, advances in medical technology, particularly the development of the respirator, meant that death could now be delayed and occurred in hospital following a ?great war against death.? A death in the ICU is a failure of medicine rather than a good death. Culturally, death is now culturally invisible.? The entire process of fighting death shows more belief and focus on medicine than on religious services and the afterlife. There is no culmination of a religious service with the kiss of death.

The social historian Elliot Horowitz describes an Italian controversy from 1556 in which a Jewish man died suddenly without having confessional performed as part of Jewish Last Rites and was thus refused burial. Those on the side of the deceased claimed that the movements of the man?s lips immediately preceding death should have constituted as a confession. Rabbi Tucazinsky?s Gesher Hachaim records that in 1947 Jerusalem they had a person shout confession every day in the hospital so that everyone can affirm a confession before dying.

The Talmud teaches that, ?If one falls sick and his life is in danger, he is told: ?Make confession, for all who are sentenced to death make confession.??? In the Shulchan Aruch?s codification, based on the language in Mesechet Semachot, where it is ruled that the following text should be recited to the terminally ill: ?Many have confessed but have not died; and many who have not confessed died. And, many who are walking outside in the marketplace confess. By the merit of your confession, you shall live. And all who confess have a place in the World-to-Come.? The Early Modern works on deathbed procedures, such as those by Rabbi Aharon Brachia Maavar Yabok, were still essentials for the early 20th century despite numerous editions and translations.? These works build on Talmudic and Medieval conceptions and create full orders and regulations for the deathbed rituals. (They are also our binding source for the activities of the Chevra Kaddisha?s performance of Tahara on the deceased.) In contrast, Jakobovits states that the ?predominantly ?this-worldly? character of Judaism is reflected in the relative sparsely of its regulations on the inevitable passage of man from life to death.?

In the Jewish works of dying well, the goal, according to social historian Avriel Bar-Levav, was to preserve self-control, unlike our current ICU deaths. Typically, deathbeds required a confession of the dying before a minyan.? However, lacking such control Maavar Yabok (ch 19) states ?that one who is on his deathbed, the confession is said on his behalf by an appointed messenger who will read the text in the patient?s presence whether he is conscious or not.? One gathers a quorum of ten men around the deathbed in order to pray.? The moment the soul decides to submit and leave the body is considered the ?kiss of death;? this is different from biological death. ?The prayer said by those standing around the dying person appears in the standard Hamadrikh and begins with verses calling for God?s mercies.? It includes the Priestly Benediction and the prayer for God?s angels and protective spirit is called upon.? It is important to note, however, that this prayer is said even if the one in one one?s deathbed (goses) is incontinent and cannot hear the prayers. The prayer, according to these authorities, has an effect on the soul and also on those who are reading it. Even Rabbi Yekutiel Greenwald?s 1951 work, Kol Bo Aveilut ?assumes these practices and even asks questions such as if one has one rabbi for a last rite, do we send him to the bed of the sinner or the rabbi?

In contrast, Jakobovits assumes that only Christian religious literature has devoted much attention to the problem of ascertaining the exact moment of death. In Judaism, however, this problem has little or no purely religious significance, since there are no sacramental rites to be accorded to the dying prior to the soul?s final departure from the body. From the ritual point of view, the only practical distinction in Jewish Law between a live body and a dead body concerns the rules of defilement cuased by the dead body.Whereas originally there would be a process of dying that included the soul, now in Jakobovits? view we are limited to the body.

In the full deathbed service, in works such as Maavar Yabok, there are important practices to perform for the dying person and for ?family and friends which signale the transition between realms. Physical death occurs at the end of this ritual process and the ritual serves to help in demarcating the living from the dead. Even after the physical death, the process of the soul leaving the body is to take the full length of the seven day Shiva period.? In modern terms, it would mean that even after the clinical signs of death, there is still a transitional process in which the body is still considered spiritually alive for a period of time. Jakobovits does away with this transitional realm and limited the process to the modern clinical realm of the undertaker: ?When the patient dies, his body generally passes from the attention of the physician into the care of the undertaker and the religious officials who attend to its interment.?

Jakobovits acknowledges that, ?the earliest Rabbinic sources usually speak of death as the ?going out of the soul,? they also concede the view that the association between body and soul is not altogether severed until three days after death.?? But he trusts in modern medicine?s designation of biological death and considers that doctors are able to ascertain death. This is in distinction to the position of Rabbi Moshe Isserles who ?altogether denies our competence ?nowadays? to ascertain the exact moment of death.?

Jakobovits leaves us with an acceptance of the modern clinical definition of death. Originally, there was an unknown moment of death described in ?deathbed rituals as the ?Kiss of Death? which signifies was the social moment when we had previously assumed the person had died. Now, that moment is identified entirely with the physical death. Gone are discussions of afterlife or how sickness and death are part of the religious cycle of the community. But equally as important is that we have lost any discussion of the social declaration of death such as how do families and communities note the transition of a member from life to death? The days of death rituals assumed a period between life and death, a process of dying. From the perspective of ordinary cases of end of life , the issues of futility, refusal and withdrawal of care is paramount, while the definition of death is a much rarer concern. Aristotle designates four souls: mineral, plant, animal, and human. Platonists added a fifth: the spiritual. The plant soul is digestion, animal soul is reactive, and human soul is rational or thought processes. Much of the halakhic death debate concerns over the vegetable and animal souls, little is said about the human soul, and much of the traditional process of death is now viewed as a legal moment.?

The new approach of medical death in the ICU and the halakhah created for it makes all death a failure of medicine. It turns dying into a moment not a process. The way we deal with the denial of death is to control it through medical definition. Philip Aries showed that there were many stages of dying from becoming sick to maggots on a decaying body, even physical decay was not the end. Once there was the death of the human, the animal and vegetable aspects of human life took until the end of shiva to be completed. The assumption was that the body as organism felt the pain of the grave and the maggots.? (For many others, the claim of the dying on his/her body continues until the resurrection of the dead. This position was still held by Rabbi Waldenberg but scoffed as superstition to those with medical models.)

The approach started by Rabbi Jakobovits and continued by almost all halakhic/Orthodox comments deal almost exclusively with problems of life, rather than with the subject of death. The sociologist Peter Berger notes that death is an essential feature of the human condition that requires people to develop means of coping with it, to neglect death in the ICU death is to ignore one of the few universal parameters in which social and individual life are constructed. The contemporary sociologist Anthony Giddens argues that in our era of `late? modernity?, there are three changes: the experience of death has become increasingly privatized, there is an increased identification of the self with the body; and the shrinkage of the scope of the sacred. Is there a way to bring back the sacred in an age of hospital death?

Green Blog: Susan Rice Has Stake in Keystone Pipeline

Should Susan E. Rice, the United Nations ambassador, be nominated for Secretary of State, one issue likely to arise during confirmation hearings, aside from the lethal attack on the American Mission in Benghazi, Libya, is her large stock holdings in TransCanada, the company seeking an American permit to build the proposed the Keystone XL pipeline.

According to financial disclosure documents filed in May, Ms. Rice owns from $300,000 to $600,000 worth of stock in the Canadian pipeline company (See Page 5).

Because the State Department oversees transboundary pipelines, the Secretary of State is ultimately responsible for determining whether Keystone XL should go forward.

But her stock holdings in TransCanada,? first reported by the Sunlight Foundation and Onearth.org, an environmental publication affiliated with the Natural Resources Defense Council, would surely complicate the issue.

According to the United States Office of Government Ethics, federal law requires executive branch employees to be recused from matters ?if it would have a direct and predictable effect on the employee?s own financial interests or on certain financial interests that are treated as the employee?s own.?

The ethics agency also advises that employees may be directed to divest financial investments if they pose a substantial conflict.

Last year, Ms. Rice and her husband earned between $7,500 and $25,000 on their investments in TransCanada, according to financial disclosure forms (which require officials to provide only a range of investments and earnings).

?We need a full team at the State Department, including the secretary, to be free of any conflicts of interest when it comes to tar sands and TransCanada,? said Susan Casey-Lefkowitz of the Natural Resources Defense Council, which opposes Keystone XL.

?I think she would need to sell her stock, and we would fully expect her to do that.?

Ms. Rice has not been nominated by President Obama to head the State Department, but she is said to be among his top choices.

Mr. Obama recently leapt to Ms. Rice?s defense as Congressional Republicans ramped up criticism of her handling of the attack on American diplomats in Benghazi, Libya.

Ms. Rice?s office at the United States Mission to the United Nations did not immediately respond to a request for comment on her stock holdings. And TransCanada said it was not in a position to speak about potential nominees.

?That is a matter for the president of the United States,? said Grady Semmens, a spokesman for the company.

Ms. Rice, whose husband is Canadian, also has stock in other Canadian energy companies whose pipeline projects would fall under the jurisdiction of the State Department.

Federal filings show that Ms. Rice and her husband own at least $1.5 million worth of holdings in Enbridge, which transports Canadian oil sands crude through the United States. The company was heavily criticized by environmental groups after a 2010 pipeline spill dumped more than 840,000 gallons of oil near Marshall, Mich., leading to the closure of a 39-mile stretch of the Kalamazoo River.

The fate of the Keystone XL, which would ship oil sands crude from Alberta to the Gulf Coast, is expected to be one of the most controversial decisions for the new Secretary of State.

"We've had very good housing affordability conditions for quite some time, but we're seeing more impact now from steady job creation, and rising consumer confidence about home buying now that home prices have clearly turned positive," wrote the NAR's Lawrence Yun.

September's number was revised up to 0.4 percent from a previous reading of 0.3 percent.

The U.S. housing recovery has been one of the most bullish economic stories in the world.

WASHINGTON (November 29, 2012) - Pending home sales rose strongly in October with mixed regional results, according to the National Association of Realtors?.

The Pending Home Sales Index,* a forward-looking indicator based on contract signings, increased 5.2 percent to 104.8 in October from an upwardly revised 99.6 in September and is 13.2 percent above October 2011 when it was 92.6. The data reflect contracts but not closings.

Lawrence Yun , NAR chief economist, said buyers are responding to favorable market conditions. "We've had very good housing affordability conditions for quite some time, but we're seeing more impact now from steady job creation, and rising consumer confidence about home buying now that home prices have clearly turned positive."

Outside of a few spikes during the tax credit period, pending home sales are at the highest level since March 2007 when the index also reached 104.8. On a year-over-year basis, pending home sales have risen for 18 consecutive months.

Yun noted there are clear regional patterns. "Contract activity surged in the Midwest and is showing very healthy gains in the South, but was down slightly in both the Northeast and West," he said.

"The Northeast saw some impact from Hurricane Sandy, but limited inventory in the West is keeping a lid on the market. All regions are up from a year ago, with double-digit gains in every region but the West," Yun said.

The PHSI in the Northeast slipped 0.1 percent to 79.2 in October but is 13.3 percent above a year ago. In the Midwest the index jumped 15.6 percent to 104.4 in October and is 20.0 percent above October 2011. Pending home sales in the South rose 5.5 percent to an index of 117.3 in October and are 17.4 percent higher than a year ago. In the West the index declined 1.1 percent in October to 105.7, but is 0.9 percent above October 2011.

Top Romney Adviser Brags About Losing Poor, Minority Voters To Obama

Mitt Romney can take some solace in his devastating loss on Nov. 6: at least he won the voters who really count.

That's the thesis anyway of top adviser Stuart Stevens, who penned an op-ed in the Washington Post on Wednesday arguing that by winning wealthier and whiter voters, Romney secured the moral victory over Obama.

"On Nov. 6, Mitt Romney carried the majority of every economic group except those with less than $50,000 a year in household income," Stevens wrote. "That means he carried the majority of middle-class voters. While John McCain lost white voters under 30 by 10 points, Romney won those voters by seven points, a 17-point shift."

According to Stevens, "The Republican Party has problems, but as we go forward, let's remember that any party that captures the majority of the middle class must be doing something right." As a result, "Republican ideals -- Mitt Romney -- carried the day."

The implied argument that poorer votes are inferior seems to undercut the campaign's central message over the last two years: that Romney's top concern was providing jobs for the jobless. The unemployed Americans Romney highlighted in ads, speeches and photo-ops make under $50,000 a year almost by definition and campaign videos like the one below are jarring next to Stevens' latest piece.

Stevens notably never mentioned jobs and unemployment in his op-ed, instead focusing on how Romney championed "the moral case for free enterprise and conservative economics."

Unfortunately for Romney, poor and minority votes counted just the same as the allegedly superior votes Stevens favored. The result was an electoral college blowout for the president powered by strong turnout and margins among young voters, Latinos, African Americans, and women.

But Stevens had an explanation for that, too. Obama was "a charismatic African American president with a billion dollars, no primary and a media that often felt morally conflicted about being critical. How easy is that to replicate?"

Paralysis by analysis should not delay decisions on climate change

Uncertainty about how much the climate is changing is not a reason to delay preparing for the harmful impacts of climate change says Professor Jim Hall of the Environmental Change Institute at the University of Oxford and colleagues at the Tyndall Centre for Climate Change Research, writing today in Nature Climate Change.

The costs of adapting to climate change, sea-level and flooding include the upfront expenses of upgrading infrastructure, installing early-warning systems, and effective organisations, as well as the costs of reducing risk, such as not building on flood plains.

Robert Nicholls, Professor of Coastal Engineering at the University of Southampton and the Tyndall Centre for Climate Change Research, says: "Some impacts of climate change are now inevitable, so it is widely agreed that we must adapt. But selecting and funding adaptation remains a challenge."

Professor Nicholls and his co-authors describe two ways of assessing how much adaptation to climate change is enough by balancing the risk of climate change against the cost of adaptation. First they describe cost-benefit analysis where the cost of the adaptation has to be less than the benefit of risk reduction. Alternatively, decision makers can seek the most cost-effective way of maintaining a tolerable level of risk. This approach is easier for policymakers to understand, but thresholds of tolerable risk from climate change are not well defined.

The Thames Estuary Gateway is the only place in the UK where a level of protection against flooding is defined in law ? a 1 in 1000 year standard of protection which needs to be maintained with rising sea levels. The authors conclude that adaptation decisions need exploration across a variety of different interpretations of risk, not a single answer.

"Like all complex problems several perspectives are needed and any single answer would misrepresent the uncertainty, but let us not let paralysis by analysis be an obstacle to action on adaptation," says Professor Hall.

"Adaptation decisions have further benefits. The tenfold increase in the Netherlands standard of flood protection proposed in 2008 has sent a message to global business that the Netherlands will be open in the future, come what may," adds Professor Nicholls.

The research article 'Proportionate adaptation' by Professor Jim Hall (Oxford University), Dr Sally Brown (University of Southampton), Professor Robert Nicholls (University of Southampton), Professor Nick Pidgeon (Cardiff University) and Professor Robert Watson (University of East Anglia) is published in Nature Climate Change December 2012. Court orders new look at health care challenge | Wichita Eagle

? The Supreme Court has revived a Christian college's challenge to President Barack Obama's healthcare overhaul, with the acquiescence of the Obama administration.

The court on Monday ordered the federal appeals court in Richmond, Va., to consider the claim by Liberty University in Lynchburg, Va., that Obama's health care law violates the school's religious freedoms.

The court's action at this point means only that the 4th U.S. Circuit Court of Appeals must now pass judgment on issues it previously declined to rule on.

A federal district judge rejected Liberty's claims, and a three-judge panel of the 4th Circuit voted 2-1 that the lawsuit was premature and never dealt with the substance of the school's arguments. The Supreme Court upheld the health care law in June.

The justices used lawsuits filed by 26 states and the National Federation of Independent Business to uphold the health care law by a 5-4 vote, then rejected all other pending appeals, including Liberty's.

The school made a new filing with the court over the summer to argue that its claims should be fully evaluated in light of the high court decision. The administration said it did not oppose Liberty's request.

Liberty is challenging both the requirement that most individuals obtain health insurance or pay a penalty, and a separate provision requiring many employers to offer health insurance to their workers.

Liberty law school dean Mathew Staver said, "This case now will go back to the federal court of appeals where we will address the undecided issues that the Supreme Court did not address."

When Liberty's case was in front of the 4th Circuit, Judge Andre Davis broke with his colleagues who thought the challenge was premature. Davis said of Liberty's claims, "I would further hold that each of appellants' challenges to the act lacks merit."

The appeals court could ask the government and the college for new legal briefs to assess the effect of the Supreme Court ruling on Liberty's claims before rendering a decision.

Liberty's case joins dozens of other pending lawsuits over health reform, many involving the requirement that employer insurance plans cover contraception. These cases are working their way through the federal court system.

The case is Liberty University v. Geithner, 11-438.

White House expected to seek billions in Sandy disaster aid

WASHINGTON (Reuters) - The White House is expected in the coming days to send Congress a multi-billion dollar request to fund recovery from Superstorm Sandy, which caused an estimated $71 billion in damages in New York and New Jersey.

Congressional aides said there was no clear indication of the request's size, but some said it would likely be at least $11 billion.

The Federal Emergency Management Agency's disaster relief fund had access to about $7.8 billion as Sandy slammed the U.S. East Coast on October 29, causing widespread destruction in coastal New York and New Jersey.

Lawmakers and analysts also said Congress will need to shore up the heavily indebted National Flood Insurance Program in the face of $12 billion in payouts resulting from Sandy, ranked as the second-worst disaster in U.S. history.

U.S. Senate Majority Leader Harry Reid, asked about the additional Sandy funding request, said: "Well, we can't do anything with the disaster aid package until we get something from the White House, and I'm told that will be here as early as tomorrow or the next day."

A White House official declined to provide any details about the administration's plans. "We are working closely with our partners in the states and in Congress, but it's premature to speculate on specific actions as we work to ensure the governors have the necessary support," the official said.

Lawmakers from both parties have voiced support for providing additional disaster relief in Sandy's wake, but a massive funding request from President Barack Obama could be disruptive to already tense negotiations over year-end tax hikes and automatic spending cuts.

"It's bound to be large, and we'll need to scrub it carefully to determine real needs from wishful requests, which will take a little time," a senior House Republican aide said of the funding package.

Representative Chaka Fattah, a Democratic member of the House Appropriations Committee from Pennsylvania, introduced a $12 billion emergency disaster relief bill four days after Sandy hit. No action has been taken on the measure, which is expected to be superceded by the White House request.

The White House official said that the administration has already obligated more than $1.9 billion to support Sandy response and recovery efforts. This includes $960 million in direct assistance to individuals affected by the storm.

On Monday, New York Governor Andrew Cuomo said the state will need $41.9 billion, including $32.8 billion for relief costs and damage repairs and another $9.1 billion to mitigate potential damage from future storms.

New Jersey suffered at least $29.4 billion in overall losses, Governor Chris Christie said on Friday.

Congress has routinely approved emergency supplemental appropriations to cope with unanticipated disaster relief costs, most notably for Hurricane Katrina in August 2005.

Two weeks after that storm flooded New Orleans, Congress approved $62.3 billion in disaster appropriations. It added another $29 billion by December 30 after Hurricanes Rita and Wilma hit the Gulf Coast, and another $19.3 billion for those storms by June 2006. Supplemental appropriations for Katrina costs were still being made as late as 2010.

FLOOD INSURANCE SHORE-UP

Lawmakers are expected to shore up the National Flood Insurance Program by raising its $20.8 billion borrowing authority ceiling, since it has a commitment to pay policyholders hit by Sandy.

The FEMA-run program is essentially the only U.S. flood insurer for residences.

Putting more money into the program would come months after Obama signed a law aimed at improving its finances. Congress bailed out the program after Katrina in 2005, and it is $18 billion in debt.

Senator Tim Johnson, a South Dakota Democrat and chairman of the Senate Banking Committee, will "closely monitor developments to make sure that the NFIP is able to meet its obligations and pay claims to policyholders," a committee aide said.

FEMA has estimated Sandy-related losses of $6 billion to $12 billion. [ID:nL1E8MEDIT] That is far beyond the insurance program's more than $690 million in cash and $3 billion in untapped borrowing authority.

A spokeswoman for the White House's Office of Management and Budget said that as of last week, FEMA had processed 133,461 flood claims from the storm and paid out $302 million.

The fitter children are, the better their brains work. That?s hard science from researchers at the University of Illinois at Urbana-Champaign, who tested elementary-school students.

Physically fit kids had greater P3 amplitude, a measurement of brain activity related to memory and focus, and faster P3 latency, meaning they were able to process information faster. ?Parts of your brain don?t develop until the late teenage years,? says Charles H. Hillman, Ph.D., the study?s lead author. ?These data show that those who are fit are better able to use what they have.?

Elementary-school students may have the most to gain from physical education. In a review of 44 studies examining the relation-ship between physical activity and cognition in children of varying ages, researchers at Arizona State University found that the youngest kids (grades one through five) improved cognitive development the most, followed by middle-school students.

The California Department of Education found that the fittest students in the state scored best on academic tests. For instance, the average reading score of students who achieved one of six goals on the statewide fitness evaluation was 38; students who achieved all six fitness goals averaged a reading score of 52.

At Arrowhead High School, organized exercise helped Corey Wise organize his schoolwork. ?I started taking as much time with my homework as I did with my workout,? he says. Class became fun, and it showed in his grades. Your child may benefit from planned activity, too.

3 WAYS TO HELP YOUR KIDS EAT BETTER

Promise Academy, a charter school in Harlem, New York, closed its doors to vending machines and food brought in from outside. It serves only healthy food. Until your school does the same, it?s up to you to take control. Use these simple strategies to help your kids eat healthfully.

1. Enroll in a cooking class

And involve the kids. Children who learn about cooking learn about food. ?Cooking classes open your mind to a variety of different ways to prepare healthy food,? says Andrew Benson, head chef at Promise Academy. Benson offers a cooking class for parents and students; the children aren?t the only ones who develop healthy habits. ?Parents become interested in learning how to change their diets and their lives,? he says. Go to cookingschools.com to find a class near you.

2. Make friends with a farmer

?If you go to a farmers? market, they?ll usually give advice on how to prepare the foods,? says Benson. Fresher food is more nutritious food. And the closer a child is to the source of food (visit a farm if you can), the more interested he or she will be in nutrition. That?s crucial ? because even children who consume excess calories have nutrient deficiencies. Canadian researchers found that 87 percent of kids don?t get enough vitamin E, 28 percent lack magnesium, and 45 percent miss out on vitamin D. And a study in Pediatrics found that more than 60 percent of kids are calcium deficient, which, along with a lack of exercise, may have caused a rise in bone fractures.

3. No more soda

Stock up on milk and bottled water (if your tap water doesn?t taste good). Kids get more than 50 percent of their beverages at home. When researchers at Children?s Hospital Boston sent bottled water to families to replace their sugary drinks, kids lost about a pound a month. And a study in the journal Pediatrics found that overweight preschool children are twice as likely to remain overweight if they drink sugar-sweetened beverages. Note that 100 percent juice is okay ? it supplies fiber and key nutrients.

LONDON???Could computers become cleverer than humans and take over the world? Or is that just the stuff of science fiction?

Philosophers and scientists at Britain's Cambridge University think the question deserves serious study. A proposed Center for the Study of Existential Risk will bring together experts to consider the ways in which super intelligent technology, including artificial intelligence, could "threaten our own existence," the institution said Sunday.

"In the case of artificial intelligence, it seems a reasonable prediction that some time in this or the next century intelligence will escape from the constraints of biology," Cambridge philosophy professor Huw Price said.

When that happens, "we're no longer the smartest things around," he said, and will risk being at the mercy of "machines that are not malicious, but machines whose interests don't include us."

Fears that machines could overtake humans have long been the subject of science fiction ? the computer HAL in the movie "2001: A Space Odyssey," for example, is one of film's best-known computer threats.

Price acknowledged that many people believe his concerns are far-fetched, but insisted the potential risks are too serious to brush away.

"It tends to be regarded as a flakey concern, but given that we don't know how serious the risks are, that we don't know the time scale, dismissing the concerns is dangerous. What we're trying to do is to push it forward in the respectable scientific community," he said.

While Price said the exact nature of the risks is difficult to predict, he said that advanced technology could be a threat when computers start to direct resources towards their own goals, at the expense of human concerns like environmental sustainability.

He compared the risk to the way humans have threatened the survival of other animals by spreading across the planet and using up natural resources that other animals depend upon.

Price is co-founding the project together with Cambridge professor of cosmology and astrophysics Martin Rees and Jann Tallinn, one of the founders of the internet phone service Skype.

The university said Sunday the center's launch is planned next year.?

CHICAGO (AP) ? Gov. Pat Quinn is encouraging shoppers to support Illinois? more than 1.1 million small businesses.

In a press release, the governor called small businesses ?the backbone of the state?s economy? and proclaimed it ?Small Business Saturday.?

According to the U.S. Small Business Administration, there are about 28 million small businesses nationwide. Those businesses have created 65 percent of the new jobs over the past two decades.

The 3/50 Project, a small business advocacy group, says for every $100 spent in independent, locally-owned stores, $68 is returned to the local community.

The day falls between two of the busiest shopping days of the year ? the day after Thanksgiving, known as Black Friday, and Cyber Monday, when workers return to work and use their computers to snag deals online.

As a passionate property professional, and as someone always quick to share an opinion, it?s my great joy to share advice with Truth readers a few tips on how they can maximize the value from their homes when considering re-sale.

The first and most important thing to realise is that location is everything. And if you have a bad location, then you need to take steps to alter it in order to make your home more appealing. One tip I can recommend is to rename the suburb using a neighbouring suburb plus approximater.

For example, if you live in New Windsor, but are worried that this won?t appeal so much, try describing your property as on the sunny side of West New Lynn. Otahuhu can become Penrose South and Takanini is West Ardmore. It?s easy once you know how! During the great property boom of a few years ago, new suburbs like Remuera South and Epsom South erupted onto the landscape, so don?t feel obliged to follow NZ Post addressing ? they?re hopeless at delivering the mail and probably will reduce their services even more in the near future.

The second part of advertising your home is how you catch people?s attention through the print and online advertising. Too many people promote bedrooms, views and the age of the home as marketing points. I find this all too boring. I swear by innovation in marketing, which is why I recommend advertising headers like ?Sail a ship upon the seven seas?, ?The Culture of Corporate Welfare? and ?Don?t point your guns at the pigs?. Unusual ? yes. Will it get your home ad read? Yes. Don?t ever think you can?t be too extreme when presenting yourself, because people need to see the real you and your real homes.

Thirdly, presentation is also very important. Some real estate agents swear by using freshly cut flowers to make their home seem more femininely scented and appealing. Others like to put a part baked loaf of bread in the oven before the open home to put a nice ?family oriented? smell of cooking and togetherness. But I travel a different path.

The?Madbury?tip for making your home as attractive as possible is to have a smell of a cooking pie wafting through the kitchen and living room. Some people like shepherds? pie. Others like apple pie. Recently I?ve been eating a lot of humble pie, and have been eating every last spoonful of it, but do what works best for you.

Lastly, when you choose an agent, make sure you don?t choose a shrinking violet. Find an agent as loud and as opinionated as possible. The agent?s duty is to correct the misinformed impressions of purchasers. If the prospective purchaser isn?t told they are wrong, then they won?t be made to feel positive about your home. Even more importantly, you need an agent skilled in the art of small talk, like weather, politics, and how Zionists and Bankers fund John Key. You?d be surprised at the looks I get from people when I engage with them about property and politics.

Journalist Beata Chomatowska's new book, "Stacja Muranow," recounts the history of Muranow, a district in Warsaw where thousands of Jews were buried underneath the ruins of World War II.

When Polish journalist Beata Chomatowska walks the streets of Muranow, she can?t stop thinking about the horrible things that happened there.

?It?s a daily trauma,? she said.

Present-day Muranow, a district of Warsaw, Poland, is built on rubble and the remains of Jews who perished there during World War II, but many residents are ignorant of the area?s past.

So Chomatowska started a website to educate them called ?Stacja Muranow,? which means ?Muranow Stop.? And in October she published a book by the same name, chronicling the haunted past of the former Jewish ghetto.


?It?s a metaphor for Poland after the war, which largely erased the memory of its Jews,? said Chomatowska, 35, who is not Jewish but has long been fascinated by the history of Jews in Poland. A native of Krakow, she moved to Muranow in 2005 to start working at Rzeczpospolita (The Republic), a leading Polish newspaper, and was shocked by the silence and emptiness of her new neighborhood.

?How do people live in houses made of ghetto bricks?? she asked. ?The houses looked artificial and so did the hills. It was scary.?

During World War II, the Germans packed 400,000 Jews into the 1.3 square-mile area that became known as the Warsaw Ghetto, where Muranow is located.

Some 300,000 Jews were deported to the killing center at Treblinka. The final deportation, on April 19, 1943, became the prearranged signal for an armed uprising against German forces. After the Jewish resistance was crushed on May 16, 1943, most of the remaining Jews were sent to death camps and the Germans razed the ghetto. Thousands were buried in the ruins. Many hid in cellars and were killed when the buildings were flattened.

Poland?s post-war communist rulers, who were faced with the challenge of building housing for its many citizens left homeless by the war, found the rubble of the ghetto too extensive to clear. Buildings were constructed on the ruins using bricks from the ghetto. Built on this rubble, the street levels are uneven and often hilly.

Communist rulers touted Muranow as a utopia for workers and purposefully erased its Jewish history, leaving subsequent generations in the dark. In her book, Chomatowska tells the stories of some of the Jewish dead and laments the fact that most of today?s Muranow residents know little of the neighborhood?s history.

That is starting to change. Thirty residents have joined Chomatowska?s Muranow education project, meeting in an unfurnished office with no hint of the past. She?s particularly proud of one of the murals painted by members of the group in the entry way of an apartment building. It features prominent Jews who lived in Muranow before the war, such as the creator of Esperanto, Ludwik Zamenhoff, who hoped his universal language would unite people of different cultures.

Restoring memories of the Holocaust
In her book, which is in Polish, Chomatowska tells the stories of former Muranow residents such as Jakub Wisnia, a Warsaw Ghetto fighter who survived the Holocaust.

After researching Wisnia?s life, she described what he saw in August 1942 when Jews were being herded into trains destined for the Treblinka death camp.

One passage reads: ?The streets of the ghetto were hell. Women wept. Children held their mothers tightly, and the men clenched their teeth nervously, looking for a moment when they could escape. Anyone who stepped out of line was beaten unconscious, or shot.?

Wisnia fought alongside fellow Jews during the Warsaw Ghetto uprising until the Germans arrested him and sentenced him to death. The Polish underground rescued him, and in August 1944, he joined Poles, Jews and non-Jews, in their abortive revolt against German rule. He avoided arrest by hiding in the city?s rubble for 108 days. He lived into his 80s, and was buried in Warsaw?s Jewish Cemetery in 1983.

?Haunted? by Muranow
The area?s tragic past have led to claims of ghosts and feelings of dread. For example, Audrey Mallet, a French researcher who wrote a paper on Muranow, said some current inhabitants fear that Jews will come back and kill them.

Holocaust historian Barbara Engelking moved out of Muranow because she said she was haunted by its past.

?It was not like living in a graveyard,? she said during an interview with NBC News at the Polish Academy of Sciences in Warsaw in October 2011. ?It was like living with ghosts, and my research made them real.?

Muranow residents should not be mired in the past, Chomatowska says, but it should inform their view of the present.

Her book, centered on the oblivion surrounding Muranow, is about ?how people forget,? she said. ?And how the place doesn?t let them forget.?

New York City to end fuel rationing on Saturday

NEW YORK (Reuters) - New York City will end gas rationing at dawn on Saturday, nearly four weeks after superstorm Sandy led to a regional fuel shortage, Mayor Michael Bloomberg said on Friday.

The odd-even system based on license plate numbers, was launched on November 9 to help cope with fuel shortages and long lines at gas stations after the storm. As of Friday, more than 85 percent of the city's gas stations were operational, the mayor said in a statement.

Also on Friday, 27 people were treated for smoke inhalation after a fire broke out in the basement of a high-rise office building in lower Manhattan that had been without power since the storm.

A spokesman for the city fire department said the cause of the fire was not immediately known.

The data are tied to about 2,700 workers? compensation claimants who had spinal surgery in Southern California between 2004 and 2011 or had urinalysis testing, diagnostics or other medical treatment performed in the state between 2006 and 2011, the unit of Omaha, Nebraska-based Berkshire said in a Nov. 21 statement posted online. The personal information included medical records, Social Security numbers and health insurance information, the insurer said.
