Hackers topple Huawei routers

Hackers at an infamous Def Con gathering were shown how to easily slip into computer networks through some routers made by Chinese electronics colossus Huawei Technologies.

"For the 20th anniversary of Def Con the gift his China," Recurity Labs chief Felix "FX" Lindner said as he opened his presentation.

"Nobody needs a back door; this is plausible deniability," he quipped as he detailed weaknesses in three small Huawei routers that could be exploited using basic hacking techniques. "You get what you pay for. Sorry."

Huawei routers, equipment that connects networks to the Internet, are widely used in Asia, Africa and the Middle East and the company has been striving to gain ground in US and European markets, according to Germany-based Recurity.

Lindner and his teammate Gregor Kopf were particularly troubled that Huawei has not issued any security advisories about its routers to warn users to take precautions.

"These machines have serious security issues," Kopf told AFP. "In my eyes, the greatest danger is that you don't know how vulnerable it is; you're left in the dark."

Kopf referred to the routers studied by Recurity as having technology reminiscent of the 1990s and said that once attackers slipped in they could potentially run amok in networks.

"It looks pretty bad," Kopf said. "To be fair, we only looked at three routers. But based on this sample, chances are other equipment they offer is very vulnerable."

Recurity did not examine "big boxes," large routers Huawei makes for businesses and telecom networks.

Huawei, founded by a former People's Liberation Army engineer, has established itself as a major force in the global telecoms industry where its technology is widely used to build mobile phone networks.

Huawei is battling an image problem in the broader technology market due to its perceived close ties with the Chinese military and government.

It was recently blocked from bidding for contracts on Australia's ambitious national broadband project, reportedly due to concerns about cyber-security.

The company has in the past also run afoul of US regulators and lawmakers because of worries over its links with the Chinese military and Beijing -- fears that Huawei has dismissed.

"It doesn't really matter how much intention is behind the quality that we see," said Lindner. "If you can take over people's routers you can get into their stuff. People need to verify what they are dealing with before they buy."

Romney misses out on Ron Jeremy endorsement

LOS ANGELES (TheWrap.com) - Mitt Romney had better ditch that trip to Poland and head back to the United States posthaste to shore up his teetering adult film star base. The presumptive Republican nominee just lost Ron Jeremy's endorsement, and with it the support of millions of Americans who turn to the porn legend for political guidance.

Jeremy, whose more than 2,000 adult film credits clearly make him an expert on presidential politics and the American electorate, told the Boston Herald this week that he will be casting his vote for Barack Obama.

Forget George Clooney and Sarah Jessica Parker, POTUS may have found a new favorite celebrity surrogate.

Despite his decision to back the current White House occupant, Jeremy (porn name: "The Hedgehog") did have some nice things to say about Romney, calling him a "good man."

"I think the fact that he's such an amazing father proves a lot," Jeremy said. "I give him a lot of credit. He's raised some good sons. When a man is a really, really good father, that's very important."

Jeremy was in town to promote Ron de Jeremy, a line of rum that its makers credit with being a harmoniously balanced orchestra of oak, fruit and spices.

Home Improvements You Can Easily Pay For | Home Improvement ...

Some home improvements are expensive, but not all of them have to be. You have to save money and budget long-term for some of the bigger home improvement projects like remodeling your living room, fixing your roof, and other large-scale projects. But with smaller projects, you can use options like open door loans to pay for them, and that way you don?t even have to break into your savings or plan long ahead to afford them. Smaller projects are often the better ones, as they allow you more value for your money and let you accomplish things in a shorter amount of time.

Gardening

To give an example, you can use open door loans to get your garden fixed up and looking good for the summer season. A garden is something that adds tremendous value to your home, and which you can easily make look very good with the money you get from open door loans.? You can borrow the money, do the work, and still have plenty of cash left over for when your paycheck comes through.

Kitchen Upgrades

The kitchen is probably one of the rooms in your house that you use most frequently, because you and your family definitely need to eat. And getting better equipment, nicer decorations, and higher-quality appliances into your kitchen is both affordable and extremely practical. For just a few hundred pounds from the open door loans you could completely change your kitchen, upgrade all the equipment, and make your cooking space effective and enjoyable to work in again.

Utility Efficiency

One home improvement that it?s extremely worth it to borrow open door loan money for is to improve your home utilities and power supplies. Energy efficiency is lacking in most homes, and if you decide to take out an open door loan to start upgrading it, then that?s another job that will pay for itself in time. You can get the open door loans, switch out all your inefficient and energy-draining appliances, bulbs, and utilities, start using more effective items, and watch as your energy bills drop way down. If that doesn?t seem like the perfect home improvement strategy to you, then there?s nothing that is.

Open door loans are easy to qualify for and fast to receive as you can read here on www.opendoorloan.co.uk. They?re really the ideal option for anyone looking to do home improvements, as they provide that short-term financial boost that you need to get on your feet and start getting things done. You can apply online today, and within a few hours have access to the money that you need.

You are oversimplifying things. Yes, slow moving charged particles (such as electrons or Helium nuclei) can be easily shielded. However, fast moving particles are much harder to shield against as they create showers of new particles (of lower energy) upon collision.

The spectrum of these particles extends way up - scientists are busily observing particles with energies on EeV scale (roughly what a moving golfball has), though these are quite rare.

Neutral particles, like gamma rays, can only be shielded by

Troops & students at Olympics for free

LONDON (AP) -- Organizing chief Sebastian Coe says troops and local students will be given tickets to fill empty seats at Olympic venues.

There has been widespread criticism after blocks of prime seats went unused Saturday, largely by Olympic and sports officials. Coe, head of the London organizers, predicts this will be sorted out as the games go forward.

He declines to blame Olympic sponsors, whom he had promised to "name and shame" if they did not use their ticket allocations. Coe says it is normal at the Olympics for national team officials to be too busy to attend events in the opening days.

Coe's organizing team has long promised to fill venues, avoiding the problem of empty seats at the 2008 Beijing Olympics.

Saudis mum on aid center for Syrian rebels

Zohra Bensemra / Reuters

A Free Syrian Army member walks past the body of an alleged member of Syrian President Bashar al-Assad's shabiha militia at Aleppo's disctrict of al-Sukkari.

By Reuters

Saudi Arabia said Syrians should be enabled to protect themselves against government attacks but declined direct comment on a report that it had helped set up a secret liaison center in Turkey to aid a rebellion against President Bashar al-Assad.

Assad on Sunday claimed victory in a hard-fought battle for Syria's capital, Damascus, and pounded rebels who control of parts of its largest city, Aleppo.

Gulf sources told Reuters on Friday that Saudi Arabia, Turkey and Qatar had established a center in Adana, southeastern Turkey, to help the rebel Free Syrian Army with communications and weaponry as it battles in major cities against forces loyal to Assad.

"The very well-known position of the kingdom of Saudi Arabia is to extend to the Syrian people financial and humanitarian assistance, as well as calling upon the international community to enable them to protect themselves at the very least if the international community is not able to do so," a foreign ministry spokesman said by text message on Saturday, answering a Reuters query about the base.

Related: 'Heavy skirmishing' reported in Syria's biggest city

"The Syrian regime is importing and using all kinds of weapons to fight and oppress its own people in a fierce war as if it's launched toward a foreign enemy -- not against its disarmed population", the spokesman added.

The Gulf sources had also said the Adana center, which is near the Syrian border and a U.S. Air Force base at Incirlik, was set up at the suggestion of Saudi Deputy Foreign Minister Prince Abdulaziz bin Abdullah during a trip to Turkey.

Rebel fighters and government forces are still fighting in Syria's commercial hub of Aleppo. NBC's Richard Engel reports.

However, the foreign ministry spokesman said Prince Abdulaziz, who was promoted to deputy foreign minister last year, and is a son of King Abdullah, had not visited Turkey.

Assad forces declare capital victory
Assad's forces have struggled as never before to maintain their grip on the country over the past two weeks after a major rebel advance into the two largest cities and an explosion that killed four top security officials.

Government forces have succeeded in reimposing their grip the capital after a punishing battle, but rebels are still in control of sections of Aleppo, clashing with reinforced army troops for several days.

"Today I tell you, Syria is stronger... In less than a week they were defeated (in Damascus) and the battle failed," Foreign Minister Walid Moualem said on a visit to Iran, Assad's main ally in a region where other neighbors have forsaken him.

Rebels in Aleppo shoot at Syrian government helicopters during an intense battle on Saturday.

"So they moved on to Aleppo and I assure you, their plots will fail."

Rebel fighters, patrolling opposition districts in flat-bed trucks flying green-white-and-black "independence" flags, said they were holding off Assad's forces in the south-western Aleppo district of Salaheddine, where clashes have gone on for days.

Opposition activists also reported fighting in other rebel-held districts of Aleppo, in what could herald the start of a decisive phase in the battle for Syria's commercial hub, after the army sent tank columns and troop reinforcements last week.

Helicopter gunships hovered over the city shortly after dawn and the thud of artillery boomed across neighborhoods. Syrian state television said soldiers was repelling "terrorists" in Salaheddine and had captured several of their leaders.

There is a faint hypnotic tune ringing hauntingly in the distance. It is pulling you into a blissful trance-like state; slowly it blends with your senses and takes you into this inexplicable high, up to the seventh heaven. Can?t figure out where it is coming from? Look closely; there is no sign of an instrument nearby. For all you know, this idyllic piece of music may be coming from a smartphone.

With approximately 4 billion cell phones around the World (inclusive of 25 million iPhones), there is a lot of potential in mobile creativity, that is, using mobile phones for a host of unimaginable purposes. Perhaps, it all started when Ge Wang, a Professor of music at Stanford CCRMA, with an aim of bringing about a ?mobile renaissance?, founded the Stanford Mobile Phone Orchestra, popularly named MoPhO. Says Wang,

?It levels the playing ground in some ways because everyone has a cell phone. Further, they are communication devices. So inherently, they connect people.?

Transform the multi-touch screens, built-in accelerometers, built-in microphones, GPS, data networks and computation into powerful and yet mobile chamber meta-instruments ? transforming the phone device into a grand instrument is not as complicated as it just sounded. Devise a quick code and the cell phone turns into ?one of the most intimate and personal devices man has ever known, but also one of the most ubiquitous.? In 2008, Wang co founded a company called Sonic Mule (SMULE), exploring interactive sonic media. With this began an array of music making mobile applications. Not your regular touch and play apps, but more comprehensive, interactive, sound centred applications that pave a promising way for music making applications.

http://bit.ly/NPaGem

The trendsetter in this category is Ocarina, an app that converts the iPhone into a 12,000 year old clay wind instrument called ocarina. The app enables users to blow into their smartphone devices? microphone to play flute like music. Available for 99 cents on App Store, Ocarina creates sounds in real time, based on gestures, tilt, wind input and finger placement on the four holes displayed on the touchscreen. Another part of the app shows the globe of the world with glowing points of light on different parts of the globe, each of which showed someone somewhere who had just used the app. You tap on a glowing point and a tune played by someone in that part of the world will be heard by you, wherever you are.

?This is connecting people musically that was not possible with formal performance,? says the founder. Perhaps this is the first instrument that connects and lets others having the same instruments hear what they are playing. ?One of the most magical programs?, as put by the NY Times writer David Pogue, Ocarina is among those very few music making apps revolutionising the mobile applications category.

I have listed below some other apps in the mobile music making category that have gained widespread admiration, owing to their unique features:

http://bit.ly/OvJiRF

iBone: It is a phone trombone which lets the user touch or blow into the mic to play a sound. Pitch can be changed by sliding the finger on the touchscreen and volume can also be adjusted. This app is available on Android as well.

Gliss: Gliss goes beyond the method of music making, uniting different human senses and skills. It lets you create music by drawing on your smartphone. The app sort of lets you draw what you?d like to hear. There are 5 colours in the palette, each representing a different type of sound. A cursor on the screen interprets your drawings. Tilting the phone left and right enables you to play the music backward or forward, fast or slow. The tilting also leads to the drawings falling to the either side, thus changing the sound?s pitch.

http://bit.ly/O9rBd7

Drum Meister: If you are someone who likes loud music and huge instruments, then this iPhone music making app is for you. It allows you to play drums on your phone using fingertips. It includes 10 drums, all on the same screen. Perhaps the coolest thing about this ap is that it lets you rearrange the position of the drums which influences the sound produced, through the 3D surround effect. It is available for $1.99.

So many apps focusing on enabling users to make their own music through their smartphones makes me wonder if everyone owning a smartphone will soon turn into a musician. It is truly a mobile revolution. As Ge Wang says, ?A mobile marching band isn?t far off.?

Senate Showdown Coming for Appellate Judicial Nominees - The ...

Reid_mcconnell_new
A showdown on the confirmation vote of a federal appellate judicial nominee, scheduled for Monday, could be a pivotal moment for how many appeals court bench spots the Senate will fill during the rest of this year.

Majority Leader Sen. Harry Reid (D-Nev.) is forcing a vote Monday afternoon on Robert Bacharach, of Oklahoma, for the U.S. Court of Appeals for the Tenth Circuit, a nominee considered to be highly qualified and noncontroversial. The move is a direct challenge to Republicans who have leaked plans that they will block all circuit court judges for the rest of the presidential election year.

But it is also Reid's only option for moving forward on the circuit court nominees this congressional session, as Republicans cite a loosely defined Senate tradition of backing off from filling circuit court seats in the waning months of a president's term, dubbed "The Thurmond Rule."

If Reid succeeds in getting enough Republicans votes to overcome the filibuster, it could pave the way for other noncontroversial circuit court nominees awaiting confirmation this year, including William Kayatta, Jr., of Maine for the U.S. Court of Appeals for the First Circuit, and Richard Taranto, nominated to the Federal Circuit.

If Reid does not succeed, it would suggest Minority Leader Mitch McConnell (R-Ky.) has party members in line to solidify a freeze on any circuit court confirmations until next Congress, nomination watchers say.

"I think the spotlight is more on McConnell than it is on Reid," said Russell Wheeler, a Brookings Institution fellow who has watched federal judicial nominations for decades. "It's a real test of McConnell's control of his caucus."

And, of course, there could be a deal worked out before Monday afternoon's vote. In March, on the verge of a series of cloture votes on nominees, Reid and McConnell agreed to hold confirmation votes for 12 district court and two circuit court nominees at a rate of about two per week.

The Senate has confirmed district and circuit court judges at a rate of about one per week so far this year. There are 20 nominees who have been approved by the Senate Judiciary Committee, all but four on essentially unanimous voice votes, and await a vote on the Senate floor.

The Senate is only in session for 15 more weeks this year, including next week, the last before a four-week summer break that ends Sept. 10.

Last month, the American Bar Association?sent a letter to Senate leaders?expressing a "grave concern" for the high number of longstanding federal judicial vacancies. The group urged floor votes on three noncontroversial appellate court nominees last?month.

Reid's filing of a cloture motion on Bacharach's nomination, which needs 60 votes and would allow an up-or-down vote on confirmation, could "jumpstart" the Senate on judicial deal-making, said Carl Tobias, a University of Richmond School of Law professor and nomination watcher.

"It's clear we're running out of time," Tobias said. "I do think it's pivotal, certainly in this presidential election year, especially on appellate nominees, but it will play back on district nominees, too."

Reid will need at least seven Republicans to vote for cloture, assuming he has all votes from the 53 Democrats and Independents. He could get halfway there with the home-state senators of two nominees. Bacharach and Kayatta come from states with two Republican senators who have strongly supported confirmation votes for them, Tobias said.

Those senators would "just have to buck the leadership, and that's tough to do," Tobias said.

Google confirms it still has a 'small portion' of controversial Street View data, apologizes

It has seemed like Google was close to putting its Street View snooping controversy behind it a few times now, but one thing or another keeps bringing it back to the forefront. Today, it's an admission from Google that it hasn't deleted all of the so-called payload data in question after all. That revelation comes in a letter from Google Global Privacy Counsel Peter Fleisher to Steve Eckersley, head of enforcement at the UK's Information Commissioner's Office (or ICO), in which Fleisher says that Google is still in possession of a "small portion of payload data collected by our Street View vehicles in the UK." Fleisher adds that Google "apologizes for this error," and says that the data was discovered after an extensive review of its Street View data that it has been conducting in recent months. For its part, the ICO has acknowledged that it received the letter, and notes that the data was supposed to have been deleted in December of 2010, adding that "the fact that some of this information still exists appears to breach the undertaking to the ICO signed by Google in November 2010." You can find both statements in full at the ICO link below.

commercial outdoor power equipment More Details about commercial outdoor power equipment here.

A landscape maintenance business handles a variety of different tasks on properties ranging from gardening and lawn care to snow removal and debris pickup. The specific set of skills that a business offers to clients helps to establish what type of properties will be maintained. Industrious companies with many varied employees might work for a city maintaining a large park. Smaller businesses typically work for individual homeowners with small to moderately sized properties. Anyone who is considering starting a landscape maintenance business needs to acquire the skills and gear necessary in order to operate professionally.

Purchase Tools

The first step in starting a landscape maintenance business is to purchase all of the tools needed for the most common tasks. It is important to understand that some standard retail power tools are not a good investment for professionals and will break quickly if used for long hours every day. Commercial outdoor power equipment is designed to be durable and is able to handle long hours of daily use. Professional weed eaters are just one example of something that every maintenance company should have. Professional weed eaters come with a powerful motor and strong lines that remove weeds, trim grass and create edges for as long as is needed.

Practice

It is important that everyone who is going to be performing landscape maintenance knows exactly how to use the commercial outdoor power equipment that was purchased. This involves proper training for workers and testing each tool to check exactly how it works, as well as learning the limitations of each piece of equipment. Workers who do not know how to use commercial hedge trimmers might make mistakes because the operation of the specific trimmers is not fully understood. A poor understanding of the commercial outdoor power equipment that is being used will produce unprofessional results.

Learn About Lawn Care And Landscaping

Many landscape maintenance businesses do more than just trim grass and hedges. Complete lawn care and landscaping services need to be concerned about how plants grow, watering requirements and the differences between popular types of plant material that must be managed regularly. This involves learning some basic gardening techniques, the life cycle of the different types of trees and plants as well as some information about the climate and weather in the region. Some states require a pesticide applicator's license for commercial use. When used together, this knowledge will help when determining how short to cut grass, when a tree needs to be removed and how much fertilizer or other treatments that a lawn needs. Just a small amount of this type of knowledge and training will enable a landscape maintenance business to offer more services to customers.

Intense Competition among Scientists Has Gotten out of Hand

Image: Carl Wiens

When Isaac Newton developed calculus and his theory of gravity, he reaped a reward far greater than stock options in a start-up or a big year-end bonus. He got credit for his work and recognition among his peers?and eventually the wider world. Since Newton, science has changed a great deal, but this basic fact has not. Credit for work done is still the currency of science.

How should credit for scientific work be assigned? The question has tremendous implications for how science is done and what society gets from its investment. Since the earliest days of science, bragging rights to a discovery have gone to the person who first reports it. This ?priority rule? has led to some colorful disputes?Newton famously got into a tussle with Gottfried Wilhelm Leibniz, who wanted credit for inventing calculus?but by and large, the rule has worked well. In recent years, however, intense competition among scientists has led to difficulties, and we have begun to wonder if there isn't a better way.

At its best, the priority rule fosters healthy competition, which can be a strong motivator for scientists to innovate and rapidly solve problems. Economists view scientific knowledge as a public good, which means that competitors are free to make use of that knowledge once it is publicized. The priority rule provides a potent incentive for scientists to share their knowledge. Some think that the priority rule also helps to ensure that society gets the optimal return from its investment in science because rewards go to those scientists who benefit society the most.

The winner-take-all aspect of the priority rule has its drawbacks, however. It can encourage secrecy, sloppy practices, dishonesty and an excessive emphasis on surrogate measures of scientific quality, such as publication in high-impact journals. The editors of the journal Nature have recently exhorted scientists to take greater care in their work, citing poor reproducibility of published findings, errors in figures, improper controls, incomplete descriptions of methods and unsuitable statistical analyses as evidence of increasing sloppiness. (Scientific American is part of Nature Publishing Group.)

As competition over reduced funding has increased markedly, these disadvantages of the priority rule may have begun to outweigh its benefits. Success rates for scientists applying for National Institutes of Health funding have recently reached an all-time low. As a result, we have seen a steep rise in unhealthy competition among scientists, accompanied by a dramatic proliferation in the number of scientific publications retracted because of fraud or error. Recent scandals in science are reminiscent of the doping problems in sports, in which disproportionately rich rewards going to winners has fostered cheating.

The importance of teamwork in science has never been greater. Studies of publications over the past 50 years show that teams increasingly dominate science and are contributing the highest-impact research. Collaborators, consortia and networks are essential for tackling interdisciplinary problems and massive undertakings, such as the Human Genome Project. The priority rule may be undermining this process.

The appropriateness of the priority rule for science has never been seriously questioned. Is it best suited to the modern scientific age, in which scientists operate in large teams that put a premium on cooperation? An alternative system that celebrates team effort toward solving problems may work better. Industry, which favors collective goals over individual achievement, and the NIH Intramural Research Program, which encourages risk taking and collaborative partnerships with industry and academia, provide contrasting but instructional examples. Perhaps scientists would gladly trade the benefits of the priority rule (individual reward) for a system that offers greater stability of support and collegiality, freer sharing of information, more fairness, and improved scientific rigor and cooperation. This would be a discovery of enormous benefit to the scientific enterprise and the society it serves.

Kristen Stewart & Robert Pattinson: Then And Now

Kristen Stewart and Robert Pattinson?s relationship has been a bizarre one from the beginning?that is if there ever was a real relationship! Here is a look at their time together from start until now. This lady named Stephanie Meyer had a dream. There was a young guy with sparkling skin who loved a girl who wasn?t supposed to love. They met in a field in an opening in the woods. From that little vision, and huge saga was written. Eventually plans to make the movies were in the works, but who would play the most important couple in the saga: Bella and Edward? At the time Kristen Stewart had only played little roles, like the girl in Panic Room struggling to get her asthma inhaler. Robert Pattinson was the lanky kid from Harry Potter. They apparently had never even crossed paths, until the first Twilight movie. Immediately websites popped up with rumors and speculation that they were an item. It was all over the web. Searches for their names took over Google. It would be a few years before anyone could actually prove that they were living together. I remember it clearly. They came home from Canada one day on [...]

China's newest city is on tiny island, has big aim

BEIJING (AP) ? China's newest city is a remote island in the South China Sea barely large enough to host a single airstrip. It has a post office, bank, supermarket and a hospital, but little else. Fresh water comes by freighter on a 13-hour journey from China's southernmost province.

Welcome to Sansha, China's expanding toehold in the world's most disputed waters, portions of which are also claimed by Vietnam, the Philippines and other neighbors. On Tuesday, as blustery island winds buffeted palm trees, a new mayor declared Sansha to be China's newest municipality.

Beijing has created the city administration to oversee not only the rugged outpost with a population of just 1,000 but also hundreds of thousands of square kilometers (miles) of water where it wants to strengthen its control over disputed ? and potentially oil-rich ? islands.

The Philippines said it does not recognize the city or its jurisdiction, and Vietnam said China's actions violated international law. The United States also voiced its concern over "unilateral moves" in the South China Sea where it says collective diplomacy is needed to resolve competing claims.

The city administration is on tiny Yongxing island, 350 kilometers (220 miles) southeast from China's tropical Hainan Island. The Cabinet approved Sansha last month to "consolidate administration" over the Paracel and Spratly island chains and the Macclesfield Bank, a large, completely submerged atoll that boasts rich fishing grounds that is also claimed by Taiwan and the Philippines.

Vietnam and China both claim the Paracels, of which Yongxing, little more than half the size of Manhattan's Central Park, is part. The two countries along with the Philippines, Malaysia, Brunei and Taiwan also claim all or parts of the Spratlys.

China claims virtually the entire South China Sea and its island groups, and its disputes occasionally erupt into open confrontation. The islands, many of them occupied by garrisons from the various claimants, sit amid some of the world's busiest commercial sea lanes, along with rich fishing grounds and potential oil and gas deposits. China has approved the formal establishment of a military garrison for Sansha, though specific details have yet to be released.

Official broadcaster China Central Television aired Tuesday morning's formal establishment ceremony live from Sansha, with speeches from the new mayor and other officials.

The Chinese flag was raised and national anthem played before plaques for the Sansha Municipal Government and the Sansha Municipal Committee of the Communist Party of China were unveiled on a white-columned government building.

Mayor Xiao Jie trumpeted Sansha's important role in protecting China's sovereignty. He said the designation of Sansha as a new city was "a wise decision made by the party and the government of China to protect the sovereign rights of China, and to strengthen the protection and the development of natural resources."

The official Xinhua News Agency reported earlier that Sansha's jurisdiction covers just 13 square kilometers (5 square miles) of land, including other islands and atolls in the South China Sea around Yongxing, but 2 million square kilometers (770,000 square miles) of surrounding waters.

Sansha means "three sandbanks" in Mandarin and appears to refer to the Chinese names for the disputed island chains and atoll, known in Chinese as the West, South and Middle Banks, or Xisha, Nansha and Zhongsha.

A description from a former People's Liberation Army officer who was among the officials overseeing the island before Sansha was established paints a picture of a harsh and isolated post where officials rotate staffing for a month at a time. Though, he said fishermen live there all year round.

"The living conditions are pretty simple," Tan Xiankun, director of the office in Hainan overseeing Xisha and other South China Sea territories, told The Associated Press in 2010. "It's very humid and hot, more than 30 degrees, and there's salt everywhere. There's no fresh water, except for what's shipped in and what's collected from rain water."

Philippines Department of Foreign Affairs spokesman Raul Hernandez said Manila has expressed its concern and registered a strong protest with Beijing over the decision to set up a military garrison on Sansha.

"The Philippines does not recognize the Sansha city and the extent of its jurisdiction and considers recent measures taken by China as unacceptable," Hernandez told a news conference.

Vietnam's Foreign Ministry spokesman Luong Thanh Nghi said that Vietnam had protested to the Chinese foreign ministry.

"China's establishment of the so-called 'Sansha City' ... violated international law, seriously violating Vietnam sovereignty over the Paracel and Spratly archipelagoes," the statement said.

Asked about the establishment of the city, U.S. State Department spokeswoman Victoria Nuland told a news briefing Tuesday: "We remain concerned should there be any unilateral moves of this kind that would seem to prejudge an issue that we have said repeatedly can only be solved by negotiations, by dialogue and by a collaborative diplomatic process among all the claimants."

The United States says it does not take a position on the competing sovereignty claims over land features in the South China Sea but has a national interest in freedom of navigation in its busy sea lanes and in maintenance of peace and stability.

A report released Tuesday by the International Crisis Group think tank said that although China's large claim to the South China Sea and its assertive approach has rattled other claimants, Beijing is "not stoking tensions on its own."

"South East Asian claimants, with Vietnam and the Philippines in the forefront, are now more forcefully defending their claims ? and enlisting outside allies ? with considerable energy," it said, a reference to Washington's move to influence the Asian balance of power by supporting China's neighbors.

The report also warned that the risk of escalation was high and urged claimants to find ways to jointly manage energy resources and fishing areas while also agreeing on a mechanism for handling incidents.

"In the absence of such a mechanism, tensions in the South China Sea could all too easily be driven to irreversible levels," it said.
