NEW DELHI (Reuters) - Iran has agreed to hold talks with six major powers about its atomic program in January but the date and venue has yet to be decided, the country's top nuclear negotiator said on Friday.

The six powers want to rein in Iran's uranium enrichment program to ensure it is geared only for civilian energy, through a mix of diplomacy and sanctions. Iran denies Western assertions it is seeking nuclear weapons capability.

"We have accepted that these talks should be held in January, but until now, the details have not been finalized," Jalili said through a translator during a trip to India.

The six powers - the United States, Russia, France, Britain, Germany and China - have failed to achieve a breakthrough in three rounds of talks since April. But neither side has been willing to break off totally, partly because of concern this could lead to war if Israel attacked its arch-foe.

The powers last met Iran for talks in Moscow. That meeting was followed by low-level technical talks in Istanbul.

Jalili is the second member of Iran's nuclear team to visit India in the past month. He said he welcomed the two countries' strong ties but said India had no particular role in getting nuclear talks restarted.

The State Department said on Thursday the time was not right for Google Executive Chairman Eric Schmidt and former diplomat Bill Richardson to travel to North Korea.

State Department spokeswoman Victoria Nuland said Schmidt and Richardson would be traveling as private citizens, not representatives of the U.S. government.

"Frankly, we don't think the timing of this is particularly helpful," Nuland told reporters, citing North Korea's launch of a long-range rocket in December. "They are well aware of our views."

People familiar with the plans tell The Associated Press that Richardson, a former governor of New Mexico, former U.S. ambassador to the United Nations and diplomatic troubleshooter, and Schmidt, a top figure in the U.S. technology industry and a key executive at the world's leading search engine company, could visit as early as this month.

Google's mission is to organize the world's information and make it universally accessible and useful. North Korea is one of the world's most repressive states, with Internet access limited largely to the most influential officials and media content rigidly controlled.

Nuland stressed Schmidt and Richardson were not acting on behalf of the United States.

"We are obviously aware of the trip that has been announced," she said, later correcting herself to say that the department was aware of media reports about the trip.

"They are private citizens. They are traveling in an unofficial capacity," she said. "They are not going to be accompanied by any U.S. officials. They are not carrying any messages from us. They are private citizens and they are making their own decisions."

On Wednesday, Google did not directly respond to a question about whether Schmidt was going to North Korea, although a spokeswoman's response suggested a visit would not be for company business.

"We do not comment on personal travel," spokeswoman Samantha Smith said on Wednesday when asked about the AP report.

North Korea said its Dec. 12 rocket launch put a weather satellite in orbit but critics say it was aimed at nurturing the kind of technology needed to mount a nuclear warhead on a long-range missile.

But after subtracting Warren Buffett?s pledge to give stock valued at $3 billion to his children's three foundations from the overall tally, that number came in at $2 billion, a significant drop from 2011?s $2.6 billion in charitable giving by billionaires.

Even after accounting for Buffett?s hefty personal gift, the business mogul's generous hand still played a major role in getting people to donate charity last year. Buffett inspired 23 families in 2012 to join the Giving Pledge -- an initiative he launched along with the Bill and Melinda Gates Foundation to get the super-wealthy to pledge half their wealth to charity.

Since its inception in 2010, the Giving Pledge has signed on 92 billionaires. Some of the newest members include Netflix CEO Reed Hastings and his wife, Patty Quillin, and Intel Chairman Emeritus Gordon Moore and his wife, Betty.

?They come from different backgrounds, but share a common desire to see positive change in our world,? Buffett said in a press release in April, after 12 families joined the Giving Pledge. ?We?ve said from the beginning that this is a longterm effort, but I?m particularly pleased to see continued momentum in encouraging greater and more thoughtful philanthropy.?

While billionaires may have eased up on their giving in 2012, it looks like they?ll be digging a little deeper into their pockets in the coming year. According to an October study sponsored by the Bank of America, wealthy U.S. investors plan to give more to charity, or maintain their current levels of giving, in the next three to five years.

Of the 700 U.S. households surveyed -- each with a net worth of more than $ 1 million -- 24 percent said they plan to give more to charity, while 52 percent said they would continue to give as much as they do now.
